Though it has served us well in the past, health care workforce regulation is out of step with today’s health care needs and expectations. It is criticized for increasing costs, restricting managerial and professional flexibility, limiting access to care, and having an equivocal relationship to quality. This report details the challenges for the 21st century that must be faced by state legislatures, professional boards, consumers and the health care professional and provider communities as they endeavor to improve each issue addressed. The report presents ten recommendations for reform and offers policy options for state consideration under each recommendation as a way of stimulating debate and discussion on each of the issues.
