Janet Coffman is faculty at Healthforce Center at the University of California, San Francisco. She is also an adjunct professor of the UCSF Department of Family and Community Medicine and the co-associate director for policy programs at the Philip R. Lee Institute for Health Policy Studies.

Coffman is a health services researcher who has made important contributions to health workforce policy in California and the United States. She has conducted research on the health workforce for over 25 years and has authored numerous articles and reports on supply and demand for health care workers, geographic maldistribution, and strategies for improving racial and ethnic diversity among health professionals.

Her other research interests include health care reform, access to care for vulnerable populations, and innovations in management of chronic illnesses. She is co-director of the UCSF-UC Hastings Health Policy and Law program and is passionate about educating the next generation of health policy professionals.

Coffman’s projects include an evaluation of AB 1544 (California legislation that authorizes community paramedicine projects statewide) for the California Emergency Medical Services Agency and an assessment of the workforce needs of county behavioral health safety net agencies in California for the County Behavioral Health Directors Association. She has previously worked for the University of California Berkeley, the United States Senate Committee on Veterans Affairs, and the San Francisco Department of Public Health.

Janet Coffman earned a doctorate in health services and policy analysis and holds a master’s degree in public policy from UC Berkeley.
