Cultivating Outcomes through Equity in Behavioral Telehealth (COE-BT) was a learning collaborative that occurred in 2022-2023 to help specialty behavioral health providers, including county agencies, community-based providers, and federally qualified health centers, improve meaningful outcomes for individuals from communities with historic behavioral health inequities by increasing their access to high-quality and effective behavioral telehealth and hybrid practices. The California Institute for Behavioral Health Solutions (CIBHS) facilitated the collaborative, which was sponsored by the California Health Care Foundation (CHCF). The Behavioral Health Data Project (BHDP) evaluated the collaborative on behalf of CIBHS.
During implementation, COE-BT shifted away from a focus on telehealth to a broader focus on equity and measuring client-centered, recovery-oriented outcomes. This shift occurred partially due to a decreased emphasis on behavioral telehealth overall as pandemic-related restrictions on in-person services were lifted, and partially due to COE-BT participating teams’ strong interest in equity-related work. COE-BT learning emphasized the importance of not limiting attempts to improve racial equity in behavioral health access, quality, and outcomes to a specific service modality such as telehealth, but instead to address it across behavioral health care agencies at both the organizational and interpersonal levels.
In this webinar, hosted and led by the California Improvement Network (CIN), the speakers will discuss the main levers of change that the COE-BT collaborative used to advance health equity in behavioral health.
Participants will learn how the implementation of equity-grounded behavioral health coaching is essential for building a foundation for effective community partnerships in behavioral health care; how cultivation of effective behavioral health community partnerships can occur through bridging the gap between behavioral health care providers and community members; and how shifting behavioral health outcomes focus to recovery-oriented measures all contribute to advancing health equity.
